People who live in impoverished communities. That's why hillbillies and rednecks have their colloquialisms as well. Same thing goes for England, except the only name for a demographic I can think of there is 'chav' because I don't know much about it. It just develops, it's not a big deal really, unless you talk like that when at work or giving speeches.
That's... a very dumb thing to think. I'm not sure why you would come to that conclusion.
That kind of speech, along with southern slang and whatnot, come from learning from a community and learning to adhere your speech to theirs, so that you can be a part of said community. Casually among friends I start to sound less formal since I'll start to swear and even sometimes I slur my speech, and it almost starts to sound like a southern accent (don't know why, but I guess it's because I picked up some offhand accent from living in Texas). It's just how tribalism works and how humans develop speech, it has nothing to do with "thinking it's cool to sound stupid."
This special agent hadn't been trained yet. It was only in 2015 that the US realized they needed to train this secret weapon in order to have any hope of competing with ISIS. Hopefully her and Linda will be there where we need them next time...
