Yes, you. Start by downloading any one of them. WMM doesn't support webms, so convert it to an mp4 using an online converter if that's what you intend to edit with. Then find the video in which the guy says the line you want, and download that video as an mp3. Then, open the first video in WMM, click the add audio button and find the mp3 on your computer, then add it in. You can mess with the timing so it starts at whatever part of the video you want and bam - instant edit. It's really easy, even though if you intend to do anything more advanced than that, I should inform you that WMM is a **** program and you're way better off pirating Vegas Pro or some **** .
