The problem is the card. 2nd runner up - 3rd place - makes sense. You're now down to two people (since apparently we knew the top 3 already).
If you're down to two people for first and second place, you announce first place, and then everyone knows 2nd place. Otherwise you lose the suspense for 1st place (unless your audience is idiocracy). So really, the person who wrote the card is to blame.
