This is kind of unfair, i know its odd to us, but Russia has a long history of employing people to the NKVD/KGB/FSB to work a job somewhere and just report to them. Its not like these people worked at the KGB offices, they did their jobs at the airline and also were KGB informants. Asking th KGB to give back the salaries that these people earned is absurd. Also everyone in Russia knows that like 1/6 people is an informant so this isnt news to them.

tl;dr Glushkov tried to mess with the system, dont mess with the system, everyone is used to the system
