Not entirely sure what the spending here entails, but I saw a good explanation on this kinda thing a while back.
Without spending anything on advertising etc, lets say a charity would make 10,000. If they spend alot on advertising, they could make 200,000. suddenly 10% of that is more than they would have gotten otherwise.

They made about a third what he claims, and about 68% of that went to programs, 21% to fund raising, and 11% administrative.

A smaller percentage went to both administrative and fund raising costs. So yeah, full of ****. And one of the things people easily forget is that these people still work, it's still a business, and they have employees to pay, and themselves to pay.
