H264 has different "levels" which limit video is different ways:

Video you posted is level 0.9 and Firefox doesn't play that for whatever reason. But 1.0, 5.0, and 5.2 seem to work. Levels like 5.0 might not work users with older mobile phones, so I guess you'll have to try lower? As long as best-quality video fits within those limits. Videos in content seem to be level 3.0, so just force 3.0 for ALL videos (I guess right now you use lowest requires automatically, which became a problem since it went as low as 0.9 in your video).
On a side note:
Firefox is afraid of H264 / AAC (mp4) copyrights so it uses OSes decoders. Some Windows versions come without these decoders, so these users have to download a free update:
