It's part of the casing, not bullet.

The casing is made of brass. Bullets have a copper outer shell filled with lead.

Well, Copper is IN bronze. Also, in "the old west", only a few guns had metal casings, and that was towards the end. I believe they started out paper with the lead ball on one end.
