It looks like he let the pasta sit in that position to cook it instead of fully submerging it in the water. Thus the pasta began to burn where it touches the bare metal (you can see it on the not-on-fire pasta on the left)

He also could have just lit the strips with a lighter.

Well if you use your eyes you can see that even the pasta that is not on fire is blackened around the are where it touches the metal rim of the pot.

The fire started from the pasta in the middle of the bunch (Where it is shortest. Has been burning the longest) and spread from there.

The pot is also way too small for the heating plate he is using so the rising hot air from the plates probably heated up the pot which caused the fire.

actually crispy uncooked can be a delicate appetizer if prepared correctly

back when i was a high school lad, pretending to do my homework and looking for any distraction to procrastinate it, i would get super hungry i have a crazy metabolism. when i say super hungry i mean a ravenous hunger that consumes literally everything in sight and one of my remedies was to just grab a pack of uncooked spaghetti and nibble on them - if you break off pieces in ~5mm sections, it creates a grainy texture akin to "grits", cornbread, or a hardened polenta. its actually quite good

ANYway, having so much time and spaghetti on hand and, inevitably during the winter, a heatdish (pic related), i began cooking them on the heat coils
--being already uncooked and in the brittle state of complex carbohydrates, the final product was a warm, crispy, and slightly smoky noodle cracker
(obviously i overburnt a few of them at first but theres always a learning curve)

they are quite delicious

Put water in pan. Add pasta. Set to boil. If fire occurs, apply water again. Apply more to be sure. Throw the pan, water, pasta and fire outside. Make sammich. If fire occurs, you don't know how to food.
