Yep, it says that Panem "used to be a place called North America" or something along those lines in the books.

There's even a map of Panem showing that it is indeed North America.

The entire continent of South America seems to be vaporised.

In the book it says that the rest of the land was swallowed up by the sea, and that the land in North America was what remained, so there was a war over the ownership, and from that came the capitol and the 13 districts.

The film's okay, I don 't see what all the hype is about but it's worth the watch.

Basically, after world war three or some shit certain things became a problem, like population control, food supplies, riots, etc. To solve this, the government split the country into 12 different districts and split the food supply accordingly. To stop riots as well as population control, they introduced the Hunger Games - a competition in which children from ages 12-18 all compete to stay alive in a combination Death Battle and survival expedition. The combatants have to fend for themselves, stay alive, kill the other combatants - all while the entire country watches them on TV. Whoever wins gets the good life, and I think the district they came from gets more food or something like that.

That's about as general as I can get it for you.

None of the accents were british...none. Effie's I understand why someone might have thought that but it's more of just a posh american accent. And its said a million times in the book that it's north america, in the rocky mountains, the appalachian mountains...all in the US.

Plus the outfits are insane, nothing to do with British clothes, they are just meant to be over the top and ridiculous.
