Actually, the best way is to look at their "neck"
If they are venomous, they have a venom gland, making it puffy around their neck area
If they don't, their neck will be pretty smooth i made neck in quotations because snakes are just tails with a eyes and a mouth

As an Australian and knowing 7 of the most venomous snakes in the world like the back of my hand i can confirm this is 						********					.    
   
Some venomous snakes have dual scales after their arse and some non venomous snakes have single.   
   
A better way to judge if a snake is poisonous or not is body thickness/head shape.    
 Poisonous snakes always have smaller heads, sleeker bodies and look somewhat evil in comparison

also, if the back of its head is swollen so it looks triangular, that means it has developed venom glands.

That rule really only applies for vipers and pit vipers. Elapids are violently venomous and have heads just like garter snakes

I don't have a source on this, but I heard that it can be determined through the teeth. If there are multiple teeth, like a **** load, they are meant for gripping, so they're generally strangulatory snakes or non-venomous. Two long fangs in the front signify it as a snake that needs it's teeth for injecting venom.
