You are mistaken. He is describing a gravitational slingshot. The Oberth effect is the increased efficiency of a rocket motor producing force over a further distance, i.e, the faster it is traveling, the more efficient it is.

While I don't know how an Ion engine works, I don't think so. Oberth effect means the greater the distance a rocket is on the greater the efficiency (speed change/fuel used is maximized). This is most useful in elliptical orbits, if you wait to burn at a lower orbit (higher speed) you don't need as much fuel to get to your desired speed, since the engine will burn the fuel over the same time, a greater speed will mean a greater burn distance. This also means when you are out of orbit, a slow steady burn is better than a fast strong burn.

At least that's how I interpret it. I don't think an engine could take advantage of this, but I could be wrong. Unless it burns super slow.
