Yeah it's like calling a bomb threat on a school or something. You didn't do anything wrong physically, but you wasted a lot of resources and caused a massed panic.

In the UK, you would be charged with assault.

A person commits an assault if he does an act by which he intentionally or recklessly causes another person to apprehend immediate unlawful violence. Apprehension is the key here. Clearly the defendant apprehends the immediate explosion of the bag, which constitutes unlawful violence, and therefore the crime is committed.

nb this is often confused with battery, which is the actual application of unlawful force.

Maybe if you'd actually interpret the law rather than let your feelings and preconceived notions get the better of you then you'd realize that your example comes nothing close to how the law defines assault.

If you go up to someone and do a fake-out punch You know, make it look like you're going to hit them but you stop your hand short. , that'd be assault according to this law.

A punch that isn't made to land by any intention isn't an actuation of damage, or the intent of damage. Again. **** law. If I tell you I'm going to burn your house down, that's a threat, which is plausible evidence in law. If I come near your house suggestively shaking a gas can empty or full, and rolling a lighter with no flint in it, it would constitute nothing but incompetence in using lighters and a capability to carry gas cans. To bias against intent without act is to start some Minority Report type **** . Which again, is ******** as far as law goes.
