He is just a homeless mental ill man. If you ever waste time to talk to them you will quickly realize they are all beggars full of **** and barley have a clue whats going on them around them. Its sad and ****** but its the way it is. This guy probably got a uniform from a flee market because he legitimately believes what he is saying.
