I think it's there to make the CD spin. If you look closely near the end of the .gif, you can see the threads leading to the middle thingy the CD is stuck to.

well yes and no. The information (the dots and dashes) is still there on the plastic disc but the reflective film is gone so the eye would just end up looking through the disc and not reading any of it. Now if you were to put a new reflective coating on it than it in theory could still work, that's if the electricity do mess up the plastic dick itself . they might have changed how they make them these days
