1) A dealer is fronting money to a manufacturer to make said drugs, and the manufacturer screws up. He has thus just lost the dealer's money.
2) That is not a manufacturer, that is another dealer who got his product fronted to him by a supplier (referred to as his dealer) who is supposed to move (sell) the product and give his supplier the base cost of the product. By wasting the product, he can no longer sell it, thus not being able to make the money required to pay his supplier.
