A beanbag round delivers the same punishment as a brutal beating in a fraction of the time, for ***** sake, that is why those rounds exist. He used that for the exact purpose they were given to him, do you really think people would be more responsive and receptive if he mercilessly beat him into the ground with his fists, Knight Stick or butt of the rifle?

The cop doesn't see him until he's attacked from the side. He reacts to defend himself and shoots. After all, the guy could have had a weapon and you can't sit there and find out if he has or not. Armed cop gets assaulted in the street randomly and has to shoot, that simple.

I'm taking your word for it I don't really know anything about guns. One of my theory is the gun doesn't actually fire anything but just makes an explosive noise and a bright sudden light like flashbang but you aim it at people close to you.
