It's Dr Steel. He did music that's like a mix between opera, industrial and rap. He said that if one wants to change the world the best way is through entertainment. He also lead The Army of Toy Soldiers, they had a philosophy that you could change your world view by making having fun your first priority and realising your creative potential and if everyone did that and did whatever the **** they want instead of having a conformist job and all that the world would change for the better. He retired in 2011 though

Intersting Ideas for a madman, but the fear thing is quite the opposite of true.

Fear is a focusing emotion; which both sends the peripheral nervous system into overdrive, and hones one's perception to include little else beyond the source of fear. The extreme of this is the fight or flight response, in which the totality of the mind's processes are concerned with the decision to attack or flee. A bit of looking into perceptual and decision making studies in the past 20 years shows this to be true.

Of course, I only know this because I worked and ran studies in an attention lab, and a human cognitive evolution lab, so I've been exposed to a good deal of primary literature.

Now, if you trade fear for a combination complacency and anxiety, such as one might create with excess benefits and constant anxiety increasing advertisements/ news about how unhealthy you are, and how terrible the rest of the world is; that would perhaps be closer to the desired effect.

The last option is to enact a heavily carb based, protein poor diet to dull the senses by depriving the brain of base materials for important neurotransmitters. This combined with planned sleep disturbance, and a steady stream of indoctrination from influential figures could well cause a form of minor control that is usually amplified in cults.

I guess you could do that on a large scale by making sleep loss due to partying common in a culture, flooding fast food menus with high carb, low protein foods, and turning major media outlets into vitriolic propaganda. It may not be extremely effective in the sense that the entire environment is not controlled, but it might be able to stop a decent chunk of a population from forming their own opinions on certain issues.
