This is a really cool animation, you can see the intentional errors and skips put in to mime old mistakes and flaws. Like right before Vault Boy moves at the end, he's drawn slightly differently as a still than he is as after moving. There's also a stutter in his motion.
There are a lot of great little touches like that.
ok so this is a brief summary that i hope will answer questions.
there are no more skill points. instead you gain a perk every level. these perks level up. in total (counting all perks) there are something around 270 perk levels (i think its something like 4 or 5 levels for each perk) you can acquire. as perks level up they get stronger or grant you new access to things. higher level perks can also be accessed by having a higher special level. (Aka. if i have a high strength i can unlock the strong back perk) Intelligence doesn't give skill points because there are no skill points instead you gain extra exp from everything and gain access to the high intelligence perks earlier. so high intelligence can also help your perks level faster. there is also a lot of extra changes such as this: luck no longer increases critical chance because critical chance doesn't exist. instead you have a count down bar till you get a crit and luck speeds up that bar. now you can choose when u critical hit.
Past me: Wow, Fallout 4! Neat. I hope they don't dumb it down and oversimplify it, like they did with Skyrim.

I'm as hyped for FO4 as the next guy, but we all know this is a damn lie. Or at least was in Fallout 3 & New Vegas. I'll be suprised if it changes for FO4.
