This explains why he used riot gear instead of just shooting Finn, seems that he wanted to capture him, Despite trying to bash his head in, that may just be to knock finn out. The weapons where meant to be none letal, and then Han Solo comes along and just shoots him, unaware of his connection to Finn and his somewhat good intentions.
