It's intended. There's a few shows that have specials in the form of picture dramas. They're made to resemble slide shows, or pictures, hence the name and low frame count.
I think japanese voices are irritating and the girl ones just piss me off from how high pitch and stupid they sound they sound like they're ******* orgasming 24/7
And if i wanted to read for 30 minutes while barely seeing any of the action i would read a book
It depends on what you're watching... Some can have really bad voice actors, but a majority of them can be pretty good. The anime itself also influences them... Should probably just avoid anime with a school setting is all if yo want to avoid the things that irritates you. <(' '<);
For me I can't stand most dubs because you can tell in their voices that they're just reading off a script. At least in most cases. Not to mention the censorship none of them can really get past, like the post shows off.

Assumin' you mean dubs, I watched a lot of DBZ and Naruto dub. For Naruto it was because I didn't have access to the sub, but I have to say that the dub and sub are pretty similar in voices, so it works out.
But DBZ has the worst sub. Most notability with Goku's squeaky voice completely negating anything interesting he does. At least for me. The dub was definitely a step up with that.
I only saw Space Dandy's sub, so I can't comment on the dub... But I enjoyed Dandy up until the second season where the quality starts to go down pretty heavily. But meh?
It's possible they censor a lot of stuff you wouldn't notice, though. Dandy has a lot of... dandy things.
I honestly got confused by the "story" with space dandy, i had no idea if it was one of those "everything is back to normal the next episode and story meant nothing" or what
Alternatively, it could be that we're just looking at another Space Dandy in a different universe where the 'universe destroying event' didn't happen. They had an episode about alternate Dandys.

You get used to it, I guess. For example, I was told to watch the dub of Spice and Wolf because Horo's Japanese voice was "irritating." I plowed through the subbed version in just a couple days and didn't even remember that her voice was supposed to be annoying until a few days after.
As for the reading, it really isn't that hard to read a short line and still pay attention to what's happening on screen. It's not like you're forced to read a novel on every scene.
I'd take **** subs e.g. Commie, [gg], etc over low quality voice acting any day.
On a slightly related note, I only slightly miss Zatch Bell. Everything past Zatch's brother being defeated was pretty bad, though, and definitely just rushed.
