I don't understand, a human walks, jumps, runs, sprints and does activities on their legs daily, yet some people still end up with legs thinner than their weiner, How do they manage that?

The "bulked" look can come from two main sources in the human body: fat and/or muscle.

This kind of people (the man in the photo) usually have a very low fat percentage in their bodies due to diet and exercise, sometimes between 10-15% or even less. Now, a normal person with this amount of body fat would normally look very thin. But this guy does some upper body weight lifting, thus the muscles of his arms and chest are very developed. Most likely this is the only kind of exercise he does, and walking and running are cardio: Unless he's doing it uphill or with some extra resistance, he wont add much muscle from it.

Add this factors all together and you have the "olive with two toothpicks" look...
