Depends on what you're lifting. If you're doing an 8-10 rep set, don't go past 90. If you're doing less weight, maybe endurance instead of strength, go atg.

That is manifestly incorrect. As long as your knees track over your toes and you don't divebomb into the hole, the rep scheme doesn't matter at all.

No it is not and no it will not, as evidenced by every Olympic weightlifter and strength athlete in history. It's a matter of where your knee position when you begin the eccentric phase of the lift, not the angle to the floor.

Knees should not pass toes (generally) and thighs should go to (not past) the point where they are parallel to the ground. Squats are good for you if you do them right, but going too far is bad form whether you want it to be or not.

The paper is speaking in broad generalities for people who know very little about strength training. It's more important to track over the toes and rise at the hips than it is to avoid letting the knees pass the toes so long as you aren't treating your knees as the primary hinge. Every Olympic weightlifter in history has squatted to maximum depth and if anybody knows good squat form, it's them.
Encyclopedia of Olympic Weightlifting, Starting Strength, and just about every Russian strength training manual agree with me.
