These sorts of things have become very popular in California. Most aren't for charging cars, but they fill up parking lots with solar panels for shade. This is mostly for state properties, I.E. schools and prisons.

We have these over in Arizona.
The place is already a wasteland that is constantly getting smacked with the sun, might as well get some energy out of it.

My dad's workplace has this minus the refueling part. Solar panels to generate both electricity and shade from the sunlight is one of those obvious yet brilliant ideas.
