.22 lr actually has surprising penetration. Such a tiny bullet, traveling at a decent speed. They've been known to slip through bulletproof vests.

Gun brands such as ruger, mauser, sako, remington, winchester, Ext. have little to  nothing to do with bullet penetration, that depends mostly on the caliber, Grain load, and the actual projectile.

barrel length plays a huge role
the longer the barrel, the more time for force to be applied, which will increase the momentum of the bullet
thats why rifles have higher muzzle velocities than handguns
