you can purchase things without knowing the PIN, but there are some securities in place to stop potentially fraudulent purchases and some insurance in case someone ends up somehow buying a bunch of TVs and expensive items before the card is suspended. Still sucks though.
Cards you can use to buy **** without any further authentication are called credit cards where I live. But I don't think you can use those to grab cash from the wall. Also 23k is a lot of money if you're forced to spend it.

I'm pretty sure if you spend > 500 on one purchase and then > 500 on another purchase within 10 minutes your card will get flagged and you may even get a call from the company. It has happened to me: I paid for a meal in a foreign country or something and right afterward got a call. "Did you know your card was just used to pay 250€?" "Yeah, I'm in France right now and just paid for a meal for 5 people, but thanks for the heads up!"
The 23k figure is in the description. See the issue here? Without a pin I can't figure out how they managed to remove that much cash before the card got blocked.
huh... maybe 23k worth of merchandise? Or the dude checked his PIN from the side. Anyway, I hope insurance covered at least a large portion of that money.
