To all those in the comments stating the birds just use whatever they find, keep in mind that learning has been found to be a trait of almost all animals, not just humans. Even worms have been shown to figure out what types of leaves to stuff their burrow entrances with, when given a choice. The birds may have started out randomly collecting cigarette butts, however down the line it is not completely unlikely that they eventually figured out the insecticidal properties. It could also be a demonstration of short term natural selection, meaning that birds who started using the cigarette butts were less prone to parasites and survived longer that those that did not. Since it is a relatively recent phenomenon we probably won't know exactly what is going on for a while.

**agreatusername rolled user psikid **
or maybe the almighty psikid deemed it fit to allow them to know of the properties and teach them to use them accordingly.

I have seen a crow casually crossing the street when the light was red. Also they drop nuts on the street so cars crack them

do you know how short of a period the butts would be warm? unless they took them from peoples' hands there wouldn't be any heat left to use for their nest
