It only happens when the reeses gets warm enough that the chocolate gets soft. So if you keep the reese in a cool area it won't happen.

Well at least they are trying. They did put the oil at the bottom of the chocolate so it doesn't stick like it has in the picture. But after staying so long in the wrapper, it gets stuck and becomes...that.

I like a lot of candy from America, but this I really don't understand. You just end up with a gian scoop of peanutbutter in your mouth with a bit of chocolate that doesn't really go with it. It's kinda nasty. The texture of the stuff isn't helping much either.
