He crashed a camel into a bridge. Usually a crash would occur in a car in this situation. Camels are not cars, and can see where they are going and make decisions to where they go. This camel did not care where it was going. A man managed to crash a camel into a bridge, but he is indifferent to the result of this, stating in broken English that he loves it. This man slightly resembles the character Borat, which is mildly humorous. This is a humorously absurd situation, compounded by the description which is also an absurd non-sequitur relating the situation with the camel to a scientific explanation via meteorology. And finally there is a number in the twitter user's name, indicating there is more than one user on twitter with the probably fake name Pakulu Papito.
