Like a real one? You can become one just for pissing in public or something.
It should not be legal to release this kind of information
People are entitled to know if they live near a sex offender or if somebody they know is a sex offender or a criminal. That's why it's legal and always will be to make this stuff public.
is rehabilitation not one of the standpoints of imprisonment? is it not true that if you are forever treated as a criminal you will be less likely to rehabilitate into a functioning member of society? is it fair that if you break a law (or are suspected of such) that it is publicized and you are forever entombed in your previous failures?

To err is human, true, but that's a bit more than just a mistake. Rape is something you actively do and know is wrong.
More importantly however, people change. And this guy doesn't look like he wants to stay the same.
Although, whether or not someone wants to change, we've got to keep a list of sex offenders, and their information. It's a matter of public safety.

only release the info of repeat offenders or probable repeat offenders. it also stands to reason that situations where knowing said person was an offender would prevent further attacks would be few and far between, limited to the insane
