This character is from Jojo's Bizarre Adventure, wherein almost every power and attack is a musical reference. This is Kira, whose stand, Killer Queen, develops an attack called Bites the Dust to blow up people who try to figure out his identity.
"Bite za dusto" is just the way the Japanese voice actor pronounced.
I'd have to say yes, and once you see some of part 2 of season one, you should get a good idea as to whether you'll enjoy the series or not.
Each part of the series follows a different protagonist on the family tree of the original Johnathan Joestar.
Season one is nice, but a little generic in terms of themes. Dio is a really fun villain, but there's not much else to say.
Season one also includes part 2 of the series. It is a lot of fun, focusing more on humor as well as fights that are more about strategy and trickery (setting a precedent for the rest of the series). Overall it tends to be regarded as the best part.
Season two and three are about part 3. The series takes a turn away from weird lightning kind of magic to super power type magic. Although it is a little rough (as the protagonist doesn't get very emotional something that is actually tied to the plot of a later part and half the fights are one-sided) it is still a lot of fun.
The rest are still in manga form, but if you like the show, definitely try the manga.
As a sidenote, the outfits in this series are amazing.
