Bulma is the first human character introduced in the Dragon Ball series, and the second human Goku met in his lifetime. The daughter of the brilliant Dr. Briefs, she is even smarter than her father, and as a result is able to constantly assist the Z-Fighters in matters such as space travel and contacting aliens from across the universe.
Bulma is the inventor of the Dragon Radar, a device that is second only to the Dragon Balls themselves in plot importance. She is indirectly responsible for every wish made on Earth in the Dragon Ball series, as dragon balls are much harder to find on Earth than Namek, due to the planets' considerable size difference. Bulma was able to create the dragon radar by using only a single, intact dragon ball as a reference.
Despite her anime appearance, Bulma's hair in the Manga was meant to be purple. This is why Trunks and (To some extent) Dr. Briefs' hair are different from hers, as they used the manga's original colorations rather than the changed anime ones.
Bulma has an older, less attractive sister named Tights, who once joined Jaco the Galactic Patrolman on a useless adventure. She is a successful science fiction writer, despite not being able to write a decent story about things she was there for.
Bulma is directly responsible for saving the lives of nearly every Z-Fighter, as her son Trunks was sent back in time by a machine of her own invention to warn them about the threats that would prove fatal in Trunks' own timeline.
Bulma's hair changes in nearly every Dragon Ball saga, and often times even in the middle. Her hair changes nearly as often as Goku's.
Of all female characters in Dragon Ball, Bulma is present the longest by far and influences the plot the most. Chi Chi is arguably second in both regards, but becomes irrelevant for much of Z.
