in my 10 years as an adult I have not once been visited by a penis measuring squad, and I strongly doubt they will ever show up.

Do you have the source of the study?
There is a fundamental problem with self-reported data in studies on penis size - and it's that men lie about it. Or at least round up generously.
Self reported results are always significantly bigger than staff reported.
Also those studies usually don't have big sample sizes and are not very well controlled for secondary parameters. (ie the homogeneity (no homo) of the test groups is low).
