Really strict on it. The majority of the time it is impossible for them to block it at the peak because the shot it too high, obviously but the ball has to touch the rim or backboard and bounce away before they're allowed to touch it.
are you trolling or just really don't know the rules? goaltending is defined as blocking the ball when it's already at it's dropping point in the arc of the shot. it'd also be goaltending to block it while it's already on the rim or falling in but that's not usually the case.
read the manga or watch the anime (whichever you prefer) one of the rivals of the main characters has a shot that is super high and takes forever to go in, he also will walk away without even watching the ball go in, that's how much confidence he has in his shot.
