pretty much, cyborg clones are made to serve slave duty on distant planets used for mining and they die at the age that the person whom they were cloned from was at the time they were cloned. Harrison Ford is an agent who's job it is to hunt down rogue clones. This specific clone was trying to find a way to live longer than his expectancy, but at the end of the fight, realized his inevitable demise and helped Harrison Ford up off the ledge with the logic of "I've already lost, no need to take him down with me."
It's a very good movie, I highly recommend watching it

Now that's a subject of much debate. The director and writer went on record to say he actually was, while Harrison For denied it himself. There are also plot clues, like Edward James Olmos leaving Deckard clues that seen to indicate he knew about the dream he was having (the organization unicorn) implying they were programed in. There is also one replica in the party of escapees who was "captured and fried". The theory is Deckard is that replica reprogrammed. Which explains why a couple seem to recognize him.
Buuut Deckard also receives injuries in the final fight that are not characteristic of a replica, he doesn't act like a replica, and it doesn't make too much sense to me to give a replicant all that power just because. Even when the theory states Olmos is the real Blade Runner Its iffy.
All in all I agree with you that he probably isn't a replica bit the debate still exists
