Legally the guy that got laid out(the bully) would be ****** 6 ways from Sunday. You're legally allowed to help defend someone else the same as if you defended yourself. This applies in the U.S. I cannon say about other countries. Similarly it looks like it might've been in school so the smaller guy getting beat up on initially probably would've been expelled for being in a fight because **** we have some stupid people here.
Nope its the same in most countries. Self defense means the measures you take to defend yourself or other people from harm or the possibility of harm and should be equal or slightly exceeding the force which the perpetrator is using.

I should add that using force that has an effect significantly exceeding the aggressors actions is justifiable in some cases (I'd give a 100% chance that it wouldn't apply to ALL but definitely some). Example being 2 drunks came into our dojo looking to fight. Sensei suggests they hold pads informing them they will have no desire to fight after a short demonstration. They knocked the pads away and swung a wide right haymaker. They subsequently had their ocular cavity shattered, their friend ran and called the police. After explaining the situation we were told to have a good day as the drunks were arrested.
Sure he COULD HAVE subdued them but he only hit them 3 times. I'm not so sure how well that would've gone down elsewhere and I understand that which is why I'm sure to make the distinction between here and elsewhere
