Since we have a lot of idiots here who like to speak out of their ass, let me clarify this:    
This is neither a railgun or a gauss/coil gun. This here is just a kid playing with magnets.    
   
A railgun uses the push generated by opposing magnetic fields being generated behind it as current passes through the rails an projectile to constantly and smoothly accelerate the projectile.    
A gauss/coil gun uses the magnetic pull exerted on a ferromagnetic projectile when current passes through a coil in front of it to accelerate it explosively in one or more stages.    
This is just some idiot discovering that the ball at the end of the chain has less force exerted on it by the magnet than one that is directly touching it.

that is NOT a railgun. that design is a Gauss cannon. a railgun fires the object (either a shell or bullet) at high speeds using a rail based system.

Nope. It's a gauss gun. A railgun uses magnetic fields to accelerate a projectile. A gauss gun uses actual magnets to accelerate steel balls. Not the same at all. A seven stage gauss gun would bruise someone, but wouldn't kill anyone. Also, a MAC gun is something that exists solely in the universe of halo. The real version of the weapon is called a railgun.

A railgun is a device that uses the opposing magnetic forces generated as current is passed through one set of rails, into the projectile and out another set of rails, thus constantly accelerating the projectile by pushing it ahead.
A gauss cannon, better known as a coilgun, is a device that uses the magnetic force generated as current is passed through a coil, forcefully pulling the projectile through one or more coils with abrupt explosive force.
This is just a child's toy, it has no name and could never be used for anything practical.
