Generally people didn't live in the vaults until the bombs dropped, starting the war.

Yes I am familiar with the backstory. Still, the events of Fallout shelter seem to take place a good time into/after the war. The wasteland is exactly that, it is radioactive in places but generally traversable, meaning that most of the radiation has subsided by then.
