You know what bothers me about this story. Harley helped the Joker kill millions of people. Yet Superman only sent Lobo after her. In fact Harley has appeared in front of Superman several times now in the story and lived to tell the tail. If I was Supes I would have ripped her head clean off before anyone could blink as soon as I caught wiff of her.
Then there's Batman like I said before Harley helped the Joker kill millions yet he does nothing to bring her to Justice. He doesn't put her in jail or make an attempt to apprehend her. Instead he fight with her! Now I could understand this if she was a super powered/skilled character but she's not. She pretty much useless. Sure the super pills are a great equalizer in this story but there are 100's of normal characters more deserving of a pill that Harley. Kitana for example or how about Cassandra Cain why not Ted Grant?
I guess it's to writers compromising the personality of pr-established characters in order to shoehorn Harley into the story. They do a lot it's why I tend to dislike her in general.

superman doesnt kill harley because he killed joker in a fit of rage and declared himself an emperor in a fit of angst. it was proven by bats that superman regretted everything but didnt want to turn back, so he looked for batman to beat him. thats why he isnt killing the other villains and **** . its not the best explination if you know supermans personality in the canon comics. but its the one they have going for in the injustice verse.

I thought he didnt kill Harley because hes Batman and doesnt kill. Its the whole reason they get into this war, because Superman decided to kill Joker and he was against it.
Eh, most of Harleys lunacy and villainy stemmed from Jokers influence on her. Without him shes actually pretty lucid.
still a villain with high track record of murders on her, still a madwoman that has killed people for less things, still RIPPED A PERSONS HEAD OFF AND THOUGHT IT WAS FUN still applied shock therapy to flash and possibly worse things, still obviously insane in a murderous way. still under the influence of jokers toxins, and still is the former sidekick to the worlds most villainous and heinous lunatic that she worshipped like a god.

I don't think that would be very hard to explain. Sure, the key motive given for Superman to go after Joker was the killing of his wife (and unborn child) and destroying Metropolis. More broadly though, this was a long time coming for a villain like Joker, the perfect consummation to decades of crime. As such, to the mind of Superman (and Batman), the reason for killing Joker was not primarily because of the crime, rather it was to end his person. The Joker simply could not be allowed to continue living after this. In the Superman dream sequence as well, what leads Batman to snap Joker's neck was Joker floating the possibility that he will go after the family of Superman again (remember, it's Superman's dream, so things happen exactly how he would want them to).
Also, note how fast-paced the story of Injustice is. From the get go big event after big event keeps on happening. I don't think Superman/Batman would really be bothered with such a gimmicky and, well, insignificant character (within Injustice) like Harley, even though she was an accomplice of Joker.

It's not hard to explain at all. Harley is popular, fans love her, fans buy comics. Compromises must be made. The compromise is typically how other characters react her.
Here's another example the Harley/Powergirl comic. Harley is still a wanted criminal and is hiding out. Powergirl crashes outside her hideout. She wakes up with no memory. Harley makes up a story about how they are best friends and always have been. Antics ensues and they go on an adventure together. Eventually Powergirl regains her memories and there are no consequences what so ever. Harley is a wanted criminal and manipulated Powergirld when she lost her memory and Powergirls reaction was <---
Sure the story was alright and the adventure was pretty amusing. But if you have to compromise character for the sake of a narrative then you are doing something wrong as a writer.

Yeah Injustice is the worst offender of Harley getting away with things free of long term consequences. Not even a stern talking to by Batman.
