Follow him. Haunt him. Make him panic.

Then, destroy him. Make him break off all ties to family and friends.

Poison him, break his legs.

And then, when he is on the ground, stab him and say, with a cold stare:

'The Lannisters always pay their debts'

Get him to come to your place under some pretense. Have a trusted mate or two with you.

Jump him when he comes through the door and beat the **** out of him.

Tell him he has a week to either get the stolen stuff back, or pay you in cash what the items were worth.

Remind him you know where he hangs out etc.

Either you or one of the guys with you has to be seen by him every day for the next week.

If you don't get your stuff back I don't know what else you can do short of beating him again.

Bear in mind the fuzz will probably arrest you for this, so be careful.

Wear a wire and get him to confess to the theft. Say something like

" I know you have it, if you return it then I wont have to alert the police to your stash. Do something that threatens him or ski mask and baseball bat work just as well.

How much have you tried the police? Do they consistently refuse to do anything or did you just have one disgrace of an officer show up? I'd try police again, but demand officer ____ is left out of it. Hell, maybe you can even get a lawsuit out of it against the police for not helping you and tributing to the loss of your things.

Simply put you cannot.
To speak ill of someone in a manner intended to cause them financial harm (which affecting his ability to rent is) is slander, to put it in writing is libel. He could sue you for either.
Best route is to just cut your losses and move on.
