I'll assume it easy to get in and out trough the exit, meaning anyone can walk in as the please. But if someone is messing around in there authorities will seal the exit trapping them inside. They can't climb the fence and will be caught.

As an architect I've had this problem before. On every site there is a boundary you must not pass. In order to maximize the internal area you put the fence directly on the boundary and face inwards so that you don't lose half a meter to the overhang. but yeah, its probably because zombies.

I'd assume if somebody was going to do any grave robbing or necrophilia related activities, it would be much harder to escape the authorities or be able to hurl a coffin over the fence...

Guys they may have just installed the fence that way due to city bylaws in regards to over hanging barbed wire. They could also have turned the fence the other way to maximize the amount of property. It could very well by illegal in many places to hang the barbed part over their property line or not leave a certain amount of space between the barbs and the property line.

Or you know...zombies.

We used to break into the cemetery by using some neighbor's property. Still technically illegal but less risks to get caught And easier to climb than barb wire and spiky fence.
