Tracing is when you've got something already made, and make something out of it. It's not original and you didn't make it from scratch (which is why it's ******* pathetic to make something and claim it's your own original work off of another person's idea and/or completed work).

Tracing isn't just "making" something out of something else, it's quite literally tracing out something.
The reason for this is typically so you can get rid of backgrounds and/or just to designate the difference between a picture's background and foreground when you don't have the sourcefiles.
